Oakland/San Leandro Subcommittee - 3 - April 13, 1998
neighborhood meeting was held at Durant Square. Despite holding the meeting during the hectic holiday
season, we had a strong turnout with representatives from 11 different neighborhood associations. This
high level of participation evidences the commitment these neighborhoods have to the joint neighborhood
project.
Participants at that meeting discussed ideas for neighborhood and commercial corridor projects. Ideas
posed for Spring 1998 include a tree planting project in the residential neighborhoods, a joint fund-raiser
for charity, a neighborhood project (hopefully involving both youth and seniors), and a blitz -type project
which might be landscaping or painting the homes of senior citizens. Along the commercial corridor,
ideas included the installation of large planted pots along MacArthur Boulevard (similar to those on East
14th Street), and sprucing up the windows and facades of vacant storefronts. Another idea was for a joint
workshop on emergency readiness and preparedness, including chemical accidents, earthquake
retrofitting, and neighborhood organization in the event of a disaster.
Staff came up with some complementary ideas as well, including clean up of the railroadBART right-of-
way areas and various vacant properties in Oakland. Another possible project is a joint clean-up of the
San Leandro Creek, which runs along a portion of the shared city limit line. One of the few creeks in
Alameda County that is still in its natural state, it is important to both preserve its beauty and prevent
polluted runoff from flowing into the San Francisco Bay and threatening the Bay's wetlands.
Interjurisdictional Cooperation: The police chiefs of Oakland and San Leandro and their staffs met on
February 27, 1998 to discuss common issues. A future meeting is scheduled to collaborate on
neighborhood watch and business watch programs in the commercial corridors, and come up with a plan
to solicit community input. Neighborhood Associations Presidents from both cities will be meeting
jointly to develop a list of projects. Staff are jointly convening the Youth Advisory commissions of both
cities to develop cooperative programs for our youth communities. A joint -cities working group is being
formed regarding railroad crossings, truck routes, and other traffic -related issues.
The work on the project has progressed to the point where it is important to have City Council and Port
representatives review the work as a whole, and give staff direction on future priorities. Following
appointment of the City Council ad hoc subcommittee members, staff hopes to organize a meeting of the
Oakland/San Leandro Joint Council Subcommittee in May 1998.
GALESLMABAdOCSUBDUMOC
157
