Adopt the attached Negative Declaration by motion. <br />2. Approve the proposed Reclassification (A-98-4) by adopting the ordinance; <br />3. Approve the proposed Planned Unit Development (PD-97-10), subject to the attached <br />Conditions of Approval, by motion; and <br />4. Approve the Vesting Tentative Tract Map (TM-7001) subject to the attached City Engineer's <br />Report and Recommendation. <br />BACKGROUND <br />This property consists of three separate parcels: <br />Property at 1761 Carpentier Street developed with an older single-family home. The home has <br />been vacated and boarded up. <br />• Large vacant property bounded by Carpentier Street on the east, Thornton Street on the north <br />and San Leandro Boulevard on the west. <br />• Vacant property at 1762 and 1770 San Leandro Boulevard. <br />The total land area of all three parcels is 61,142 square feet. The majority of the site has been <br />vacant for over 20 years. There have been several planned development approvals for apartment <br />and condominium developments on the site but none have been constructed and all previous <br />approvals have expired. <br />DETAILS OF PROPOSAL <br />-98-4 <br />In order to apply for a planned unit development on a parcel or parcels, the property must be zoned <br />PD Planned Development Combining District. All of the parcels involved in this project are zoned <br />RM-1800 (PD) except the property at 1762 and 1770 San Leandro Boulevard. This property was <br />not included in the previous planned development proposals for this site. It was recently acquired <br />by the developer. It must be rezoned from RM-1800 to RM-1800 (PD) to be included in the <br />proj ect. <br />
