PD-97-10; A-984; and <br />Vesting Tentative Map Tract 7001 <br />DISCUSSION <br />June 8, 1998 <br />Page 4 of 5 <br />It was the consensus of the Planning Commission that this was a very appropriate use for this site. <br />They were very supportive of ownership housing in this key location very close to BART, the <br />downtown area and other amenities in the immediate area. Regarding past proposals for this site, <br />their comment was "the third time's the charm." The Commission looked favorably on the design, <br />orientation of the units away from San Leandro Boulevard and the use of the new street to create <br />more of a neighborhood feeling for the development. <br />The Commission did raise the following concerns: <br />• They asked that the concrete driveways and entry walks have a decorative finish such as color <br />or texture and that they be different from the standard City sidewalk. <br />• That the tree wells on San Leandro Boulevard be a minimum of five-foot square with 1/2 inch <br />thick cast iron tree grates. <br />• All street trees shall be a minimum 24 inch box size, shrubs shall be a minimum five -gallon and <br />ground cover be a minimum one -gallon size. <br />• Vines shall be planted to cover all exterior -facing walls, i.e. facing towards the public sidewalk. <br />• A four -foot wide landscape strip shall be provided between the back of the sidewalk and all <br />fencing or the fencing shall terminate at the rear corner of the building. <br />• In the event that this project is not constructed, the property involved shall be brought back to <br />the Commission for consideration to rezone from RM-1800 (PD) to RM-1800. If the project is <br />not constructed it would be taken out of the planned development combining district and the <br />underlying RM-1800 zoning remain. <br />ENVIRONMENTAL REVIEW <br />A Negative Declaration has been prepared and is attached for the City Council's consideration. <br />CONCLUSION <br />The Planning Commission concurred that the proposed development was the most appropriate use <br />of the site and that it would be compatible with and complement the surrounding residential <br />neighborhood. The applicant is prepared to commence with construction of the project this summer <br />because of the strong demand for new ownership housing in San Leandro. <br />
