4-29-98 <br />City Council <br />Civic Center <br />San Leandro <br />Mo <br />92-3z <br />05-m-CM <br />(Itoa) <br />As a follow up to last week's meeting, NAACSL requests the Council to support <br />'Quiet Communities Act of 1997' in the CIS Congress. In doing so, you would join <br />the Alameda County Board of Supervisors and other Bay Area cities which are <br />expected to get on board at the urging of citizen groups like NAACSL. This bill <br />offers the only hope of remedying a situation where noise pollution is out of <br />controlsince 1982 when the EPA's funding for noise abatement and control was <br />eliminated. Although some laws remain on the books, they cannot he enforced <br />due to lack of funding. <br />State legislators recognize the .need for meaningful chaxge as well. Quentin <br />Kopp's bill would provide the means for communities to contest new flight paths <br />over them. We therefore ask you to pass resolutions supporting these 3 hills <br />and direct our federal and state lobbyists to join in efforts to secure legis- <br />lative approval. <br />We believe these bills are a crucial first step in preserving our quality of life. <br />San Leandro has everything to gain from joining forces with our neighboring <br />cities to give ourselves the tools to bring hack the peace and quiet we used to <br />know. <br />Sincerely, <br />Francois -�allo <br />Neighborhood Aviation Advisory Committee San Leandro <br />
