Staff recommends <br />increasing the Storm Water Enterprise Fund rates by 13.6%. <br />DISCUSSION <br />In 1993, the City Council adopted an ordinance to establish a "Storm Water Management and <br />Discharge Control Program Enterprise Fund". This ordinance provides for the establishment of a <br />service charge to all properties discharging storm water to San Leandro's collection and <br />conveyances system, and was intended to be an ongoing funding source to ensure activities <br />required by the National Pollute and Discharge Elimination System Permit are fully funded and <br />can be continued. <br />Fund expenditures have increased annually. The service charge has never increased. This fund <br />pays for the cleaning of storm sewers, street cleaning, environmental compliance, education, and <br />administrative charges to Alameda County for program implementation and testing of our stream <br />channels. This Enterprise Fund has a revenue requirement of $140,107. A rate increase of <br />13.6% is needed to offset this deficit. <br />The process for Proposition 218 requires the City provide written notice to the property owner of <br />the amount of the fee, the basis for the fee, and the date, time and place of the required public <br />hearing. On Monday, June 15, 1998, the City Council authorized staff to notify all affected <br />individuals that a public hearing which would consider a rate increase of 13.6% for the Storm <br />Water Enterprise Fund would be held at City Hall on August 3, 1998.
