Staff <br />adopt the attached resolution which increases the Refuse <br />Refuse rates were last increased in the City of San Leandro in July of 1992. Only the City of San <br />Leandro and Castro Valley provide side and rear yard service for refuse collection in residential <br />areas. Since July of 1992, the San Francisco Bay Area Consumer Price Index has increased 22%. <br />Disposal costs at the Davis Street Transfer Station have increased from $17 per ton to $52.83 per <br />ton. Expenses exceed revenues by $362,857. A rate increase of 10.4% for refuse collection is <br />required to offset the difference between expenses and revenues. <br />The process for Proposition 218 requires the City provide written notice to the properly owner of <br />the amount of the fee, the basis for the fee, and the date, time and place of the required public <br />hearing. On Monday, June 15, 1998, the City Council authorized a public hearing notice be <br />mailed to all affected individuals informing them a public hearing would be held at City Hall on <br />August 3, 1998, to consider a rate increase of 10.4% to the Refuse Enterprise Fund. A copy of <br />the notices are attached for Council information. <br />CONCLUSION <br />A 10.4% Refuse Enterprise Fund rate increase is needed to offset costs exceeding revenues. <br />Staff recommends the City Council approve the attached resolution, which raises the Refuse <br />Enterprise Fund rates 10.4%. <br />f:\rockett\rfserate.mem <br />-- 19 <br />
