Jermanis <br />mo <br />Manager 9 2— S7 � `)8 <br />The matter of City Council Committees is on the City Council agenda for September 8, 1998. It <br />is recommended that the City Council approve the creation of the proposed Council Committees <br />and disband those committees no longer needed. The proposed structure and associated <br />recommendations have been reviewed by the City Attorney prior to this submittal to insure that <br />none of the recommendations are in conflict with the City Charter. <br />BACKGROUND <br />Historically, the Council Committees have been useful in two ways: through the work of the <br />Council Committees, the Council has provided the necessary oversight of staff efforts to <br />implement Council policy; for staff, the Council Committees have provided a forum to discuss <br />policy implementation issues. <br />Any change in the composition of the City Council or administrative leadership provides an <br />opportunity to update the Council Committee structure to meet the needs of the new City Council <br />and/or City Manager. <br />DISCUSSION <br />The following recommendations were reviewed by the City Council on August 24, 1998, during a <br />Work Session discussion. This document reflects the changes requested by the City Council at <br />that meeting. <br />Recommendation #1: Council Committees are formed by the Council and may be ad hoc (for <br />specific and limited purposes) or standing (permanent subject matter jurisdiction). Standing <br />ffCommittees are subject to the requirements of the Brown Act. <br />213 <br />
