Mayor's Human Relations Council. The Mayor's Human Relations Council is a committee which: a. fosters City -faith community relations b. fosters Sister City relations including review of periodic communications with Sister Cities and City's response to special needs of Sister Cities c. enhances relations with all members of the community d. provides protocol guidance Recommendation #5: Facilities, Finance, Rules and Communications, and School Liaison Committees will meet once a month at a regular time and place determined by the Chair. Economic Development/Redevelopment, Mayor's Human Relations Council, and Disaster Council will meet on a quarterly basis at a time and place determined by the Chair. The Chair may cancel any meeting if there is no business to conduct. Ad hoc Committees will meet as needed at the call of the Chair. Recommendation #6: Committee appointments will be for two years, except for the Finance Committee whose members will serve a two year, staggered term. Following the annual selection of Vice -Mayor, the Mayor will recommend Committee assignments to the full Council based upon the expression of interest from Council Members. Recommendations #7: The City Clerk will maintain standing Committee minutes. All Standing Committee meeting minutes should be action minutes and, upon completion in a timely fashion, shall be forwarded to the full Council. Recommendation #8: Committee Chairs (if other than Mayor) should brief the Mayor on the work of the Committee prior to the formal report by the Chair to the City Council. Recommendation #9: Reports from standing Committees should be presented by the Chair under the "Committee Reports" section of the City Council agenda. Recommendation #10: In addition to the committees recommended for restructuring in Recommendation #4, the following Council Committees (most of which were last used in early 1996 under another administration) would be disbanded: Community Services Committee, Marina Development Committee and Redevelopment Committee. Please refer to Attachment I for the complete list of committees to be disbanded. CONCLUSION It is recommended that the City Council approve the restructuring of Council Committees along with the aforementioned recommendations.
