City Council - 3 - September 2, 1998 <br />a. areas of common interest and concern between the San Leandro Unified School <br />District and the City <br />b. areas of common interest and concern between the San Lorenzo Unified School <br />District and the City. <br />6. Mayor's Human Relations Council. The Mayor's Human Relations Council is a <br />committee which: <br />a. fosters City -faith community relations <br />b. fosters Sister City relations including review of periodic communications with <br />Sister Cities and City's response to special needs of Sister Cities <br />c. enhances relations with all members of the community <br />d. provides protocol guidance <br />Recommendation #5: Facilities, Finance, Rules and Communications, and School Liaison <br />Committees will meet once a month at a regular time and place determined by the Chair. <br />Economic Development/Redevelopment, Mayor's Human Relations Council, and Disaster <br />Council will meet on a quarterly basis at a time and place determined by the Chair. The Chair <br />may cancel any meeting if there is no business to conduct. Ad hoc Committees will meet as <br />needed at the call of the Chair. <br />Recommendation #6: Committee appointments will be for two years, except for the Finance <br />Committee whose members will serve a two year, staggered term. Following the annual selection <br />of Vice -Mayor, the Mayor will recommend Committee assignments to the full Council based upon <br />the expression of interest from Council Members. <br />Recommendations #7: The City Clerk will maintain standing Committee minutes. All Standing <br />Committee meeting minutes should be action minutes and, upon completion in a timely fashion, <br />shall be forwarded to the full Council. <br />Recommendation #8: Committee Chairs (if other than Mayor) should brief the Mayor on the <br />work of the Committee prior to the formal report by the Chair to the City Council. <br />Recommendation #9: Reports from standing Committees should be presented by the Chair <br />under the "Committee Reports" section of the City Council agenda. <br />Recommendation #10: In addition to the committees recommended for restructuring in <br />Recommendation #4, the following Council Committees (most of which were last used in early <br />1996 under another administration) would be disbanded: Community Services Committee, <br />Marina Development Committee and Redevelopment Committee. Please refer to Attachment I <br />for the complete list of committees to be disbanded. <br />CONCLUSION <br />It is recommended that the City Council approve the restructuring of Council Committees along <br />with the aforementioned recommendations. It is also recommended that the City Council direct <br />1 215 <br />
