Letter to EBMUD and Oro Loma to obtain formal buy -in fee amount and <br />schedule of payment with interest rate if required. (December 21, 1995) <br />2. Prepare new spread sheet showing the amortized cost of the official buy -in fee <br />amount provided by EBMUD and/or Oro Loma. (February, 1996) <br />3. Schedule City Council work session to review revised spread sheet and determine <br />Council interest in proceeding to develop answers to policy issues and <br />implementation plan. (March, 1996.) <br />BACKGROUND <br />A series of four work sessions were held late in 1994 and early 1995 to give City Council a <br />comprehensive briefing on the Water Polution Control Enterprise Operation. City Council <br />issues and concerns were compiled and in all but one instance responded to over the course of <br />the four meetings. The one outstanding issue is the investigation of options for the treatment <br />of San Leandro's wastewater by another sewer agency. <br />On April 5, 1995, a meeting was held with Mike Cameron, General Manager of Oro Loma <br />Sanitary District; Mike Wallis, Director of Wastewater for EBMUD; and City staff to <br />determine these two agencies' interest in providing wastewater treatment services to San <br />Leandro. Both representatives indicated an interest in pursuing an investigation of the <br />feasibility of treating San Leandro's wastewater. It was agreed that I would prepare a list of <br />issues which need to be resolved and the data needed to be collected. This list was prepared <br />and subsequently approved by all parties. <br />In August, 1995, Purchase Orders were issued to Barakat and Chamberlin, G.S.Dodson and <br />Associates, and Kennedy/Jenks Consultants to provide technical assistance in analyzing both <br />Oro Loma and EBMUD treatment of City wastewater. Written preliminary offers were <br />provided by Oro Loma and EBMUD. These offers were used by Barakat and Chamberlin to <br />1f6 <br />
