If a Council Member feels something needs to change or a staff member needs to receive <br />instructions to do something, the issue should be raised with the City Manager <br />immediately. In some cases he or she may be able to solve the problem on the spot; in <br />others it may be more complicated. The City Manager reports to the whole Council of <br />seven. What one Council Member thinks ought to happen may not be what the majority <br />of the Council wants to happen. (Taken from "Elected Official Handbooks, "Book 5) <br />PUBLIC PARTICIPATION <br />No one shall be denied the right, personally or through counsel, to present grievances or <br />offer suggestions for the betterment of municipal affairs at any regular meeting of the <br />Council, nor to speak to the subject of any special meeting. (Section 335, City Charter) <br />The public is guaranteed the right to provide testimony at any regular or special meeting <br />on any subject which will be considered by the legislative body before or during its <br />consideration of the item. In addition, the public has the right at every regular meeting to <br />provide testimony on any matter under the legislative body's jurisdiction. (§ 54953.5(a) <br />of the Brown Act) <br />RULES OF PROCEDURE <br />The Council, by ordinance, shall establish rules of procedure for taking actions. Such <br />rules shall: <br />(a) provide that Council actions shall require the affirmative votes of a <br />majority of the entire Council membership. <br />(b) provide for the introduction, publication, adoption, amendment, effective <br />date and codification of ordinances. <br />(c) provide for the introduction and adoption of resolutions. <br />(Section 330, City Charter) <br />BOARDS AND COMMISSIONS <br />The Council, by ordinance, shall create boards and commissions as necessary to facilitate <br />governmental operations in all appropriate fields, including, but not limited to: <br />(a) Board of Appeals <br />(b) Board of Zoning Adjustment; <br />(c) Handicapped Access Appeals Board <br />(d) Human Resources Commission <br />53 <br />II-3 <br />
