Adoption of <br />the Handbook by motion is recommended. <br />BACKGROUND <br />The City Council Members Handbook has been created to assist newly elected City Council <br />Members in their education regarding Council procedures and transition to the City Council. The <br />document also contains certain Council specific guidelines not otherwise included in the City <br />Charter or codified in the Municipal or Administrative Codes. The intent in creating the <br />handbook was to commit to writing basic standards of Council operations so this information may <br />be readily available to all. The intent of the document is that it become a living document that <br />always reflects current Council's standards and can be constantly updated. <br />DISCUSSION <br />The City Council, at their Work Session of September 14, 1998, reviewed the proposed <br />document as forwarded by the Policy Committee and requested that the City Clerk meet with the <br />Mayor to fine-tune the wording and grammar. The Mayor and the City Clerk met to refine the <br />document and the Handbook is being brought to the City Council for final approval. Upon <br />approval by the City Council, the Council Members Handbook will be available in the City Clerk's <br />Office and public libraries for review and/or reference by members of the public. <br />37 <br />
