City Council - 5 - October 29, 1998 At the October 6, 1998 City Council Finance Committee, staff reviewed this recommendation with the Committee and obtained the Committee's recommendation to bring this forward to the full City Council. The resolution of intent, allowing for the City's issuance of bonds financing the Community Library and the fire station projects, will be placed on the City Council's November 16, 1998 agenda. This resolution would not bind the City Council to debt financing, but rather would allow for an accumulation of project costs from the approval date to be included in the financing if it is decided to proceed with bonds. Fundraising The Library -Historical Commission plans to spearhead a community -wide effort to raise funds for "extras" currently not included in the project. The Commission suggests that a variety of items be funded through the fund-raising effort such as, but not limited to, additional computers, additional books, completion of the San Leandro History Room; Children's Library books and special furnishings, special equipment for disabled persons, public art, special collections in the areas of business, medical self-help and careers be funded through the fund-raising effort. CONCLUSION It is recommended that the City Council approve by motion the revised Library design and the project budget. Staff will pursue the potential of utilizing the multiple prime construction approach for the Library Retrofit/Renovation/Expansion project. With the concurrence of the City Council, staff will begin preparing the appropriate contracts and resolutions for City Council consideration at the November 16, 1998 meeting.
