City Council - 5 - October 29, 1998 <br />At the October 6, 1998 City Council Finance Committee, staff reviewed this recommendation <br />with the Committee and obtained the Committee's recommendation to bring this forward to the <br />full City Council. The resolution of intent, allowing for the City's issuance of bonds financing the <br />Community Library and the fire station projects, will be placed on the City Council's November <br />16, 1998 agenda. This resolution would not bind the City Council to debt financing, but rather <br />would allow for an accumulation of project costs from the approval date to be included in the <br />financing if it is decided to proceed with bonds. <br />Fundraising <br />The Library -Historical Commission plans to spearhead a community -wide effort to raise funds for <br />"extras" currently not included in the project. The Commission suggests that a variety of items be <br />funded through the fund-raising effort such as, but not limited to, additional computers, additional <br />books, completion of the San Leandro History Room; Children's Library books and special <br />furnishings, special equipment for disabled persons, public art, special collections in the areas of <br />business, medical self-help and careers be funded through the fund-raising effort. <br />CONCLUSION <br />It is recommended that the City Council approve by motion the revised Library design and the <br />project budget. Staff will pursue the potential of utilizing the multiple prime construction <br />approach for the Library Retrofit/Renovation/Expansion project. With the concurrence of the <br />City Council, staff will begin preparing the appropriate contracts and resolutions for City Council <br />consideration at the November 16, 1998 meeting. <br />G:Wept\wandzia\tibrary-staff-rpt.doc <br />084 <br />
