4. <br />} John Jermanis - 3 - December 1, 1998 <br />broadcasting and receiving system, to upgrade the programming currently being broadcast on <br />cable channel 22. When this equipment is in place, meeting agendas shown on channel 22 will <br />be more attractive, music will be added, informational programs on video tape will be shown (i.e. <br />the "You're At Home" video produced by the League of California Cities) and a broader range of <br />programming will be available for the City's use. <br />Staff is also entering into discussions with TCI regarding re -cabling of the main library. TCI has <br />indicated a willingness to provide the television cabling at no cost to the City. TCI is also <br />willing to discuss the possibility of providing cabling and services for @Home, TCI's new <br />Internet service for the main library and possibly the branch libraries. <br />At a recent City Council meeting, the City Attorney reported on back franchise fees which are <br />owed the City due to an error in TCI's fee calculations. This matter is completely unrelated to <br />the extension of TCI's lease and the merger with AT&T. Therefore, it will not be part of staff s <br />report to the Council. It will be discussed as a separate issue by the City Council Rules <br />Committee at a later date. <br />CONCLUSION <br />Staff recommends administrative approval of TCI's lease extension and the AT&T/TCI merger. <br />A resolution has been placed on the City Council's agenda for December 7 for consideration of <br />these matters. <br />The City's Franchise Agreement with TCI also provides for an annual Public Hearing for the <br />purposes of a performance and customer service review. However, over the past two years, staff <br />has seen a marked improvement in TCI's responsiveness to customers. Complaints regarding <br />TCI services are rare, and those that are received by the City are promptly addressed and <br />resolved by TCI's customer service staff. Therefore, no annual performance/service review has <br />been scheduled for this year. <br />. 43 <br />
