Investments (Property Owner); CC Community <br />Commercial District. <br />SUMMARY AND RECOMMENDATION <br />This memorandum and attachments will serve as the Planning Commission report for A-964 and PD-96-3. <br />A copy of the December 6, 1996, Planning Commission Staff Report and minutes of the Planning <br />Commission public hearing of December 12, 1996, are attached for your review. <br />Planning Commission Vote: <br />MSC Reed/Ravenstad, 7 ayes <br />The Planning Commission and Staff recommends that the City Council take the following action: <br />1. Adopt the attached Negative Declaration by motion; <br />2. Approve the proposed Reclassification (A-964) by adopting the attached ordinance; and <br />3. Approve the proposed Planned Development (PD-96-3), subject to the attached Conditions of <br />Approval, by motion. <br />BACKGROUND <br />The existing 2,200 square foot, Alameda County Emergency Pet Clinic, at the east side of Washington <br />Avenue, north of Bradrick Drive, is a legal non -conforming use. It is zoned CC Community Commercial <br />District. The project site is comprised of two adjoining parcels, irregular in shape, with a total area of <br />28,229 square feet (0.65 acre). It has frontage on both Washington Avenue to the west and Bradrick Drive <br />to the south. The remainder of the site is parking or undeveloped. Adoption of the 1994 Zoning Code <br />resulted in an animal hospital not being a permitted or conditionally permitted use in the CC District. The <br />clinic was originally approved as a conditional use and was in operation prior to changes in the Code. The <br />applicant is proposing building a new facility fronting on Washington Avenue next to the existing <br />facility.Upon completion of the new facility, the existing buildings will be demolished and improved for <br />5 <br />
