Veterinary Clinic 3 01/14/97 <br />A-96-4/PD-96-3 <br />The Planning Commission required a lighting plan be completed prior to the City Council's review. The <br />Commission's intention was to see that appropriate security lighting will be provided for persons on the <br />property at night. This plan was submitted as requested by the Commission and staff has found that the <br />lighting plan is adequate for the property. <br />The Commission also requested the possibility of including street trees along the Washington Avenue <br />sidewalk. Staff has reviewed the situation and has found that the sidewalk is wide enough to permit street <br />tree planting. Recommended conditions of approval have been included for the installation of two street <br />trees, subject to the review and approval of Staff. <br />in response to the Commission's concern regarding left turn access at the proposed Washington Avenue <br />driveway, the Traffic Engineer finds that left turns to and from the property are acceptable movements that <br />does not warrant any re -striping or restrictions. Many commercial properties in the area have unrestricted <br />left turn access. Moreover, in this particular instance the property has a second street frontage which will <br />provide a driver the option of entering or exiting onto Bradrick Drive. <br />Staff has contacted the owner of the adjacent property containing the gallery/frame shop. He has requested <br />an additional two foot setback of the proposed building to improve the availability of light and air to the <br />south side of his building. Staff has discussed the property owner's concern with the project architect. The <br />request was considered, however, due to physical constraints within the subject property, any additional <br />setback cannot be included. The existing building will remain operational during the construction of the <br />new building, thereby prohibiting the placement of the new building any closer to the existing one without <br />having to demolish it. The proposed footprint is required to make the new facility functional, thus it cannot <br />be reduced in area. The zero setback is a development right in the CC District (Zoning Code Section 2- <br />680). Although it is unlikely that the building setback can be increased, the architect has provided visual <br />articulation to the zero setback wall with the use of different types of concrete block. <br />The Findings supporting approval of the Planned Development application are included in the attached <br />report. <br />ENVIRONMENTAL REVIEW <br />A Negative Declaration for review has been prepared and is attached for the City Council's consideration. <br />CONCLUSION <br />The Planning Commission and Staff recommends that the City Council take the following action: <br />1. Adopt the attached Negative Declaration by motion; <br />2. Approve the proposed Reclassification (A-96-4) by adopting the attached ordinance; and <br />3. Make the necessary Findings and approve the proposed Planned Development (PD-96-3), subject to the <br />attached Conditions of Approval, by motion. <br />h <br />
