We are pleased to inform you that the City has also received a clean bill of
health on all of these reports from the audit firm of Caporicci and Larson, Certified Public Accountants.
The reports will be accepted at the January 21 st City Council meeting.
DISCUSSION
The Single Audit Report is required for agencies receiving $25,000 or more in federal funding during the fiscal
year and addresses the City's compliance with federal laws and regulations related to its grant programs. The
audit found no material weaknesses in the internal controls of the City or instances of noncompliance in
conjunction with our federal grant programs.
The Redevelopment Agency Report includes information at a consolidated (combined) level to provide the
reader with additional information on the Redevelopment Agency, as a distinct, component unit of the City.
The Measure B Report is delivered each year to the Alameda County Transportation Authority as part of the 1/2
cent sales tax amount provided to the City to improve streets and roads. This report indicates that the City has
complied with the provisions of Measure B for its eligible projects.
The Appropriation Limit report indicates that the City continues to maintain adequate procedures in preparing
the Appropriation Limit computation, which is included in the 1996-97 budget, and that computation is in
accordance with Article XIIB of the California Constitution.
The Management Letter provides suggestions for the City's improvements in internal control and shows only
one suggestion with regard to grant management. The Finance Department is beginning the process of
implementing this suggestion by completing a city-wide grant inventory and assigning the maintenance of all
grants to one individual. 131
