City of San Leandro - 3 - February 19, 1997 <br />funding sources to continue the same level of funding for EMS programs, including the <br />paramedic program, or discontinue the programs. <br />2. Proceed as the other cities in the County and adopt a resolution for the June ballot <br />establishing a special tax to replace the supplemental assessment. The County EMS <br />Agency has developed language for the resolution which has been provided to the City. <br />Alameda County will be placing a measure on the ballot to insure the $10.00 supplemental <br />assessment received by the County Fire Department from the unincorporated areas. The Fire <br />Department is recommending to the Board of Supervisors that the ballot measure include a <br />provision for adjustments based on the consumer price index for the San Francisco Bay Area, and <br />a cap of $15. This is consistent with the actions taken by the cities of Fremont, Union City and <br />Newark. It is recommended that the City of San Leandro follow the same course and re -affirm <br />the existing supplemental amount of $9.90 with a cost of living adjustment, and a cap of $15 <br />consistent with the recommendation made to the Board of Supervisors. We are also <br />recommending the same resolution be placed on ballots in the City of San Leandro and the <br />Unincorporated areas for consistency. <br />SUMMARY <br />The City of San Leandro receives $324,338 annually through the current supplemental assessment <br />which supports EMS programs, including the paramedic program. For the City to continue to <br />receive the funds after July 1997, the Council must pass a resolution to place the matter before the <br />voters. It is recommended that the City Council use the same ballot measure as Alameda County <br />and pass a resolution to support the continuation of the funding for EMS related programs in the <br />Fire Department. <br />Sincerely, <br />William J.
