City Council - 3 - February 26, 1997 <br />and 30 paramedics with 1200+ hours of training. Twenty-seven additional Fire Fighters are <br />currently in Paramedic School and are scheduled to graduate as follows: 9 Paramedics, October <br />1997; 9 Paramedics, December, 1997; 9 Paramedics, February, 1998. <br />The range of services provided by this funding are listed below: <br />• EMS Quality Assurance / Quality Improvement (QA/QI) <br />• EMS Coordinator <br />• EMS Equipment (e.g., defibrillators) <br />• EMS related Community Training (e.g., Citizen CPR) <br />• EMS Certification <br />• EMS Training <br />• Paramedic Service Authorized <br />• First Responder Defibrillation <br />• Improved Dispatch <br />• Emergency Medical Dispatch <br />• Records Management Systems <br />• Traffic Control Systems <br />• Vehicle for specific EMS purposes <br />• Disaster Rescue and Medical Equipment <br />• Communications Equipment Improvements <br />II. Analysis of Options <br />Option 1. Place the paramedic assessment before the voters on the June 3. 1997 ballot for <br />reaffirmation in the form of a special tax of $9 90 per benefit unit per year. The special tax will <br />require two-thirds vote for approval, and is set at the same level as the existing assessment. The <br />special tax will include a cost of living adjustment clause tied to the Consumer Price Index, and <br />the maximum special tax that could be charged without voter approval will be $15.00 under this <br />proposal. The tax must be approved by the voters prior to July 1, 1997 or the $325,000 in <br />revenues from this source will cease on that date. <br />The City Councils of the Cities of Fremont, Union City, Newark, Dublin, and Livermore are <br />considering taking similar action, and it is anticipated that the Board of Supervisors will <br />authorize similar action for the Alameda County Fire District service area. <br />In light of the voter education effort that will be required and to avoid voter confusion, the <br />Alameda County City Managers' Association has recommended that local jurisidictions and the <br />County maintain as much consistency as possible among ballot measures. <br />It is equally important to note that the Alameda County Emergency Medical Services District <br />faces the same issue of compliance with Prop. 218 and will have a companion special tax <br />measure on the June 3 ballot to continue to fund trauma centers, the county -wide ambulance <br />contract and the EMS District operating costs. Alameda County's measure will request voter <br />approval of a special tax for $21.14 per benefit unit with an annual cost of living adjustment. <br />
