This measure means that there must be <br />complete attachment of planks to posts and rails. <br />The Commission also suggested investigating another variety of tree, other than a Eucalyptus, to be selected <br />by the Landscape Architect as a buffer between the project and the adjacent meat processing business. Mr. <br />Donald Rose, Landscape Architect has responded back with a letter (see attached) that the Commission's <br />concern is that Eucalyptus nicholii (Willow -leafed Peppermint) is a member of the Eucalyptus Family. <br />Most people are familiar with Eucalyptus globulus (Blue Gum Eucalyptus) which is a large , messy tree that <br />produces a lot of leaf litter. This one tree has given Eucalyptuses a bad reputation. It is Mr. Rose's opinion <br />that Eucalyptus nichohi is a good choice for a visual screen because it is tall, thin leafed, evergreen and <br />narrow. It does not produce leaf litter and is a friendly tree to live adjacent to. He explains that if you did <br />not know it was a Eucalyptus you would never guess that it was related to the Blue Gum. <br />In addition, the Commission requested that high quality paving be considered for the project. This <br />recommendation could include the use of colored concrete, stamped concrete and/or pavers to accent the <br />proposed concrete driveway. The developer intends to prepare a paving plan with specific details to <br />demonstrate intentions of meeting the Commissioners' expectation of high quality paving. The plan and <br />details will be shown at the City Council Meeting. <br />The Findings supporting approval of the Planned Development application are included in the attached <br />report. <br />ENVIRONMENTAL REVIEW <br />A Negative Declaration for review has been prepared and is attached for the City Council's consideration. <br />CONCLUSION <br />The Planning Commission and Staff recommends that the City Council take the following action: <br />1. Adopt the attached Negative Declaration by motion; <br />2. Approve the proposed Reclassification (A-97-1) by adopting the attached ordinance; and <br />3. Make the necessary Findings and approve the proposed Planned Development (PD-97-1), subject to the <br />attached Conditions of Approval, by motion. <br />IT <br />
