City Council - 2 - May 13, 1997 <br />BACKGROUND <br />This property is located on the north side of Davis Street between Hays Street and Clarke Street. <br />The site includes the former Elk's Club, a small office building with two tenant spaces and a <br />commercial building with a beauty salon on the first floor and two residential units on the second <br />floor. The Elk's Club building is unreinforced masonry. The owner of the commercial building <br />at the corner of Hays and Davis Streets is purchasing the property from the Elk's Club and <br />proposes the following: <br />• To rezone the property from CC and CD to CD (PD). <br />To develop the Elks Club property with a 7,250 square foot commercial building and parking. <br />The commercial building at the corner of Davis and Hays Streets is not part of the Planned <br />Development because it is a legal conforming building. It has its own parking. <br />The rear of the property backs up to the San Leandro Creek. All of the existing improvements on <br />the site will be removed and a new 7,250 square foot commercial building will be constructed at <br />the corner of Clarke Street and Davis Street. Because Alameda County Flood Control requires a <br />40 foot setback from the top of the creek bank to any building, the building portion of the <br />property is restricted to the front portion of the site. The building has therefore been brought <br />forward to the front property line to obtain maximum building depth. <br />The area between the new building and the existing commercial building at the corner of Hays <br />and Davis Streets will be paved for parking. The parking lot will serve both the new building <br />and will also provide additional parking for the building at the corner of Hays and Davis Streets. <br />Two driveways will be located on Davis Street. A one-way circulation system is being utilized <br />to get traffic on and off the street as fast as possible. Davis Street is a State highway the two - <br />driveway design has been approved by CalTrans. Customers will be restricted to right turns in <br />and out of the site. The parking lot will also connect to the small lot behind the adjacent corner <br />building. Customers could enter from Hays Street and exit onto Davis Street. The developer <br />feels this connection is vital to the success of the project. <br />The building will have a mission style design consisting of stucco walls with accent tiles, tile <br />roof and an arcade covering sections of the concrete walk along the east side of the building. <br />Colors will be beige and brown tones for the walls, red Spanish tile roof, green accent tiles and <br />green window and door frames. The walls of the building along the two street frontages and the <br />east wall facing the parking lot have an attractive storefront appearance. Depending on the <br />number of tenants in the building and their desires, individual store fronts could face on the street <br />or on the parking lot. <br />Even though it is not a part of this planned development, the applicant will remodel the corner <br />building to tie-in architecturally with the new building. The blank west wall of that building will <br />be renovated to match the appearance of the new building. This will open up that side of the <br />building to the parking lot. <br />
