recruiting new businesses and working to consolidate existing businesses into centers <br />targeted for enhancement. <br />Priority: HIGH <br />Costs and Sources of Funding. Costs to initiate efforts to consolidate shopping centers <br />would be primarily in -kind staff time: however. upon determining which obsolete centers <br />the City should target for conversion to other uses, it is likely that consultant services <br />would then be required for subsequent plan development. Costs for studies necessary to <br />prepare a "conversion plan" would likely be approximately $100.000 to $200.000 or more <br />depending on the complexity of the project. Based on these figures, initial project planning <br />costs are expected to be HIGH, with annual costs for implementation depending on the <br />nature of the City's involvement in the specific reuse project. These costs might be funded <br />in whole or part by CDBG funds, Redevelopment funds, or General Fund revenues. In <br />addition. the City could consider implementing the process in a wav that would allow the <br />Cite to seek property owner reimbursement for costs. dependent on ultimate financial <br />feasibility of the conversion process. <br />Costs for recruitment of new neighborhood retailers will be primarily in -kind staff time. It <br />is expected that the outreach efforts would be conducted as a part of on -going Economic <br />Development staff activities. More in-depth technical assistance or provision of financial <br />assistance to targeted retailers would be provided through other programs. which are <br />discussed separately. <br />Action 4.7. Community Development Block Grant Public Improvements Program <br />Through this program, the City allocates a portion of its annual Community Development <br />Block Grant (CBDG) funding to pay for improvements in areas that are in need of public <br />investment. For example. the CDBG program provides funding for the awning. sign. and <br />paint program. <br />Roles and Responsibilities. The City's CDBG coordinator and the CDBG committee are <br />responsible for recommending uses for the expenditure of CDBG funds. Ideally, overall <br />economic development program objectives and needs would be considered in this process. <br />Priority: MEDIUM. This is an existin= program. <br />Costs and Sources of Funds. Costs for this action are a pan of the CDBG program <br />budget. Because this program uses CDBG funds specifically earmarked for these <br />Purposes. costs to the City for this action are considered LOW. <br />65 <br />27 ` e.r <br />
