Roles and Responsibilities. The City Manager's office would take primary responsibilit\
for convening focus groups. A designated Police Department management representative
should participate in focus group sessions in order to learn of group members' concerns
and then subsequently direct Police Department resources to address problems. An
Economic Development staff member should also participate in these sessions.
Priority: HIGH
Costs and Sources of Funding. On -going activities of this type should be supported
through the Police Department's existing public outreach functions. Other departments
would need to contribute in -kind staff time as necessary. Depending on the scope of this
program, the City may need to consider allocating additional General Fund revenues for
these purposes. Annual costs for this program would likely be LOW.
Action 4.12: Initiate City Department Representative Business Visitation Program
Small businesses are most vulnerable to crime in San Leandro: however, these businesses
also appear to be the least likely to seek assistance from the Police, or any other Cite
departments, when help is required. In addition, most of these merchants do not attend
informational meetings sponsored by such groups as the Chamber of Commerce, the
Downtown Business Association, or the Bavfair Mall management. The Police
Department, in conjunction with several other Cite departments, including Public Works
and Economic Development, should establish a regular schedule for calling on these small
businesses to provide information about City services that could be of assistance. This
would give marry small businesses some regular contact with City staff. and would provide
an opportunity for the City to do community outreach.
Roles and Responsibilities. The Police Department should take responsibility for
identifying those businesses believed to be most vulnerable to crime. and could also take
the lead in organizing representatives from other Cite departments to participate in
business visits. depending on the needs of the individual businesses to be visited.
Priority: MEDIUM
Costs and Sources of Funding. On -going activities of this type should be supported
through the Police Departments existing public outreach functions. Other departments
would need to contribute in -kind staff time as necessary. Depending on the scope of this
program. the City may need to consider allocating additional General Fund revenues for
these purposes. Annual costs for this program are estimated to be LOW.
2 7 v 70
