City Council - 2 - June 25, 1997 <br />the two top consulting firms to develop a marketing strategy and materials for the City's <br />economic development activities. <br />DISCUSSION <br />Coakley Heagerty is the firm recommended by the selection committee. Coakley Heagerty is a <br />professional marketing, communications and advertising group with significant economic <br />development experience. <br />The firm's experience most notably includes its promotion of the City of San Jose as the "Capital <br />of Silicon Valley." Their methodology for building community consensus, tracking successful <br />campaigns and implementing creative programs have also been supported by their strong <br />references. <br />Staff requests that the City Council Economic Development Ad -Hoc Committee meet to appoint <br />additional members to the Economic Development Advisory Committee(EDAC). After <br />providing critical input to the development of the City's Economic Development Strategy several <br />members of the EDAC have accepted other responsibilities or moved out of the area, and can no <br />longer serve on the EDAC. New appointments to the EDAC will ensure that the Committee will <br />retain its broad community, business, and school representation. <br />In order to move the project forward, staff will coordinate a meeting of the City Council <br />Economic Development Ad -Hoc Committee in early July. Recommended appointments to the <br />EDAC by the Ad -Hoc Committee will then be forwarded to the full Council through the weekly <br />update for review and comment. In this way, staff can target a project kick-off with a full <br />complement of EDAC members in the later part of July. <br />In its important role advising the City Council on matters related to economic development, the <br />EDAC will provide input for the development of the Strategic Marketing Plan. The continued <br />work of the EDAC will build on the work accomplished by the City's Economic Development <br />Strategy. The input obtained from the EDAC will help Coakley Heagerty to identify and <br />accurately target those industries, services, and markets most relevant to San Leandro. <br />Key San Leandro stake holders will be interviewed by Coakley Heagerty representatives and <br />City staff. City Council Members will be interviewed first and a summary of the interview <br />results and analysis will be forwarded to the City Council. The EDAC will also submit the <br />preliminary findings and initial development of the Strategic Marketing Plan to the City Council <br />in work session. Once the final draft of the Marketing Plan has been prepared the document will <br />be brought forward for City Council review and approval. Staff will continue to update the City <br />Council on the status of project on a regular basis. <br />16�W <br />
