Rather, if the City has implemented all high priority actions within a given <br />program area. the City should proceed to implement medium prionry actions. even if some <br />high priority actions in other program areas are still pending. <br />Summary of Program Areas and Priority Actions <br />Presented below is a brief summary of the objectives for each of the four program areas. <br />along with discussion of the types of actions to which the EDAC assigned the highest <br />priority rankings. <br />Sustaining Economic Growth. The objectives of this program area are to diversify San <br />Leandro's economy and increase local employment by encouraging and facilitating the <br />retention and expansion of existing businesses, and the attraction of new businesses to the <br />City. Through this process, the City will seek to maintain a broad -based economy that <br />provides a wide range of employment opportunities and at the same time expands the local <br />revenue base to better finance services for businesses and residents. The actions contained <br />in this strategy area address two of the EDAC's vision elements, including A Sustainable <br />Community, and A Diversified Economy. Based on the EDAC .s deliberations, the highest <br />ranked actions were those that emphasize building relationships among local businesses <br />(i.e.. enhance linkages among local businesses) and building links between the City and <br />existing or prospective businesses (i.e.. conducting business outreach). <br />Reinvesting in San Leandro. The actions contained in this program area are intended to <br />address the need to recycle existing commercial and industrial properties that are no longer <br />functional. in order to adapt the San Leandro real estate market to changing economic <br />forces that may demand new or different types of buildings. Reinvestment in vacant or <br />underutilized real estate assets will provide new opportunities for economic growth in San <br />Leandro and will ensure that the Cin, does not stagnate. The actions in this program area <br />correspond to the EDAC vision elements of A Sustainable Community and A Diversified <br />Economy. The establishment of an industrial district redevelopment area was the action in <br />this program area that individual EDAC members most consistently ranked as high <br />priority. <br />Enhancing the Local Tax Base. The objective of program this program area is to use <br />to <br />economic development as a tool to help ensure that the City has the resources nec provide the public with high qualax services. This strategy area places an emphasis on <br />steps the City can take to increase local revenues without placing an increased tax burden <br />on existing businesses or residents. This program area will be an important element of the <br />EDAC's vision for A Sustainable Community. because of the importance of good local <br />services in maintaining the City's desirability as a location for economic activities.
