Weaknesses: <br />• scarcity of vacant land to accommodate new or expanding companies <br />• lack of neighborhood -oriented specialty retail and local entertainment as residential <br />amenities <br />• local demographics not attractive to high -end specialty retailers <br />• lack of regional identity as an office location <br />• combination of factors such as labor force characteristics. access to high -end housin-. <br />relationship to research universities and relative lack of other similar businesses not <br />favorable to high-tech/biotech attraction <br />• many industrial buildings are older and less functional than industrial buildings in <br />competing locations ` <br />• perception of problems with public safety and schools <br />• losses in non -retail sales tax revenues offset gains in retail sales tax revenues <br />Linking the Economic Development Strategy and Work Program to the Baseline <br />Study Findings <br />The four key conclusions from the Baseline Study have been used to form the basic <br />framework for the Economic Development Strategy. by defining four different "themes" or <br />program areas for the City's overall economic development efforts. Each of the four <br />chapters that follows the next corresponds to one of the program areas. The Work Program <br />consists of a number of different programmatic or project -based actions. These actions are <br />recommended to the City to address the various challenges identified for each program <br />area. Table 1 shows the four program areas that flow out of the conclusions from the <br />Baseline Stud}. and indicates the specific focus of each area. <br />7 <br />21 <br />
