After completing the Baseline Study. the vision process is only the first step in developing <br />an effective economic development strategy. While the Vision serves to set an overall tone <br />and direction for the future. City policy makers and staff must go the next step and find <br />ways to implement the Vision. This Work Program document provides both the Vision. as <br />developed by the EDAC. and a series of actions that address concrete ways to ensure that <br />San Leandro's Vision will become a reality. As Figure I illustrates, the process of moving <br />from the Vision, to the police areas. to the individual actions creates an inverse triangle <br />where the Vision is the broad concept at the top. The police areas are more narro�wk <br />defined. thus closing down to the point of the triangle, which are the very specific actions. <br />The San Leandro Economic Development Advisory Committee Vision <br />To create a guiding vision. the Economic Development Advisory Committee deliberated <br />individually and collectively on the character of a future San Leandro based on the <br />individual Committee member's views on current issues, problems. needs. and <br />opportunities. The process involved a period of individual reflection followed by small <br />group discussions during which Committee members shared their individual visions. The <br />small group visions were then shared with the full Committee and converging perspectives <br />identified. <br />Four unifying vision elements emerged from the EDAC's visioning process. The broadest <br />theme, a sustainable community•, combines a recognition of the importance of individual <br />and family worth with an econom- that embraces business and environmental values and <br />provides opportunities for a diverse and stable population. This component of the vision <br />shows the EDAC's strong commitment to keep San Leandro functioning as a complete <br />communiry where people can five, shop. work in a variety of employment opportunities. <br />and maintain a strong community life. Supporting themes were: a diversified econonn <br />with a positive business climate: vibrant local serving commercial areas linked to nearby <br />neighborhoods and to the waterfront: and a strong and respected educational system that <br />.would support business growth. Table 2 summarizes the four main vision themes, the key <br />features and elements of each. The Vision that emerged from the deliberations of the <br />Advison Committee should be a useful guide to the formulation of specific policies <br />designed to strengthen the Cit` 's economic future. The Vision can also be used to test and <br />-validate future proposed actions in the context of their alignment with the Vision's <br />different elements. The Vision can also be extended and refined as ne" information is <br />generated and additional civic leaders. community and business representatives. and city <br />officials are brought into the process. <br />The four themes included in the Vision are not necessarily mutually exclusive. nor can they <br />be separated into high and lo,.t priority areas. For the Cite to attain this Vision, it must <br />move forward to implement actions related to all of the elements simultaneously. The <br />EDAC has clearly stated that the Vision elements are inter -linked. as shown in Figure 2. to <br />demonstrate the important relationships among these elements.
