benefits to the City would stem from the indirect benefits of capturing more economic
activity locally.
The Citv can take other steps to facilitate the development of linkages between local
businesses. such as working to build awareness of the types of products and services that
local companies can provide to producer companies. This could include sponsoring a local
services and supplier's expo in conjunction with Chamber of Commerce or Manufacturers
Association events, which would attract potential customers. The City could also work
with the Chamber and Manufacturers Association to include information in their
directories that would help members identify purchasing or sales opportunities with other
local companies. Finall}-, similar information could also be incorporated into a San
Leandro world wide web site, if implemented (see Action 1.18).
Roles and Responsibilities. Economic Development staff should take the lead in
coordinating these actions, with cooperation and support from the Chamber of Commerce
and the Manufacturers Association.
Priority: HIGH
Costs and Sources of Funding. Depending on the actions taken, program costs would be
primarily in -kind staff time necessary to explore and coordinate activities. Estimated costs
for this program are MEDIUM, on an on -going basis.
Action 1.2: Retain Local Office -Based Firms hi, Encouraging- Development of Sites at
the San Leandro BART Station for Expansion
This program will help to address the concern that growing firms in local office sectors
will relocate out of San Leandro due to a lack of appropriate existing office space. while
recognizing that a number of sectors that have been growing in importance, both locally
and in the region, have potential to generate demand for additional office space, as opposed
to retail or industrial space. The City should proactively seek build -to -suit tenants for the
San Leandro BART Station Area from the pool of growing local firms who might
otherwise consider relocating outside of San Leandro in order to find appropriate
expansion space. This tactic can serve not onl\ as a retention mechanism for growing
office -based firms. but also as a strategy to encourage development in the San Leandro
BART Station Area. Because they are alread\ located in San Leandro. and likely
employing large proportions of workers who live in or near San Leandro, these firms will
be more aware of the benefits of the San Leandro location, and less likely to be concerned
with the lack of immediate freeway access at the site than other firms that are currently
located elsewhere in the region.
The City can try to identif\ potential tenants for new office buildings by monitorin_ the
groxyth of local office -using businesses through business license data, as discussed in
V
