Roles and Responsibilities. It is recommended that City's involvement in the operation of <br />an incubator be limited to exploring the feasibility of the concept, participating in the <br />development of the facility and, perhaps, providing ongoing support and oversight to the <br />operations. The latter might involve including City officials on the board of directors of <br />the organization responsible for day-to-day operation of the facility and/or establishin_ a <br />service contract with the facility operator. which would specify the Ciry objectives that <br />would be met through the operation of the facility in exchange for the Cin-'s initial and on- <br />going support of the facility. <br />Priority: MEDIUM <br />Costs and Sources of Funding. Initial development costs can vary depending on the type <br />and size of facility, but would likely be HIGH. Typically, public subsidies are required for <br />facilities acquisition, in order to allow for tenant rents to be set a below -market rates: <br />however, assuming a sufficient initial subsidy, rents paid by tenants often cover on -going <br />operations costs. Initial grants may be made by the City, the Redevelopment Agency. the <br />Economic Development Agency, or other entity. The City may also be able access special <br />grant programs to assist in incubator development. <br />Action 1.20: Explore Possibilitv of Joint Chamber/Ciro World Wide Web Site <br />The Cite should explore the possibilitN of establishing a World Wide Web site in <br />cooperation with the Chamber of Commerce. A web site can function as an information <br />kiosk for the City of San Leandro. accessible from any location at any time by users with <br />Internet access. The use of the Internet as an economic development tool is moving into <br />the mainstream. as indicated by the increasing numbers of local jurisdictions and economic <br />development organizations developing web sites. <br />A local web site could host information on local economic development programs. contact <br />information for Ciro departments. the Chamber. and the Manufacturers Association. and <br />information about local events. etc. Not only is the web an efficient means of <br />disseminating information to people outside of San Leandro. the site could also host an <br />online version of the Economic Development Update. recommended in Action (1.10). <br />Information of interest to Chamber and Manufacturers Association membership could also <br />be posted. More elaborate web resources could provide access to databases of available <br />sites. listings of local businesses and their products. Finally, this web site could provide <br />information of interest to the general public. such as public meeting notices, online <br />versions of City ordinances and planning documents, recreation facility schedules. etc. <br />As an adjunct to this program, ke\ economic development staff should be provided with <br />Internet e-mail access. to facilitate electronic communication with businesses seeking <br />37 <br />24 <br />
