All new development must have an attractive architectural design and landscaping <br />or be sufficiently screened to be complimentary to this gateway to San Leandro and <br />to the Marina. <br />Description of Regional RetaillAuto Mall Area: <br />The Regional Retail/Auto Mall area is identified as Marina Boulevard and portions of surrounding <br />streets between Interstate 880 and Washington Avenue. The Regional Retail/Auto Mall area can be <br />characterized as an area in transition. The very successful Marina Square Shopping Center was <br />established in the late 1980's with the primary building, including such anchors as Marshalls, <br />Nordstrom Rack, Eddie Bauers, and the Gap (now known as the Old Navy Clothing Company). In <br />the early 1990's, satellite tenants along the Marina Boulevard frontage were developed, including <br />Kinkos, Ann Taylor Loft, Talbots, and Mikasa. <br />Just to the north of Marina Square, industrial and auto repair related uses are beginning to transition <br />to new auto sales uses. Lloyd Wise has applied for building permits to construct a Honda, Nissan, <br />Oldsmobile, and Kia dealership. As part of this auto sales development, the City of San Leandro is <br />cooperating with Lloyd Wise for the design and installation of median landscaping on portions of <br />Marina Boulevard between Interstate 880 and Washington Avenue. The City has previously spent <br />approximately $7 million on Marina Boulevard for right-of-way and landscaping improvements in <br />the late 1980's and early 1990's through use of Measure B funds. The remaining areas along <br />Marina Boulevard, developed with a variety of commercial and industrial uses, represent obvious <br />locations for a transition to these new regional retail and auto sales uses. <br />Regional Retail/Auto Mall Area - Review Criteria: <br />The following criteria will be used to guide the City Council, Redevelopment Agency, Planning <br />Commission and Board of Zoning Adjustments in development proposals under their review. <br />Projects that do not require discretionary review and do not meet the following criteria may be <br />referred by the Zoning Enforcement Official to the Board of Zoning Adjustment for a conditional <br />use permit. These criteria are in addition to the existing base zoning for the property and shall not <br />be considered a replacement of the base zoning requirements for permitted and conditionally <br />permitted uses. <br />1. New uses in the Regional Retail/Auto Mall area shall fall into one of the following <br />categories: <br />A. Retail uses that address a regional market and utilize access to Interstate 880. <br />B. New auto sales or complimentary uses that utilize access to Interstate 880. <br />
