Other uses that are compatible with the residential and retail establishments <br />in the area. <br />Planning Commission Review and Recommendation <br />The Planning Commission held a public hearing on the proposed rezoning in the Marina Boulevard <br />area on June 26, 1997. Several members of the public had questions and concerns about the <br />proposed rezoning and representatives of the Mulford Gardens Improvement Association spoke <br />against the proposal. Following Commission discussion about the size and urgency of the proposed <br />"S" overlay district, the Commission unanimously (1 abstention, 1 absent, 1 vacant) forwarded the <br />proposal to the City Council with no changes. The minutes are attached for your review as Exhibit <br />B. <br />Environmental Review <br />The proposed adoption of an "S" Special Review Overlay District in the Marina Boulevard area <br />required the completion of an Initial Study. The conclusion of the Initial Study was that the project <br />will not have a significant effect on the environment and a Negative Declaration was prepared. The <br />Initial Study and Negative Declaration required a thirty day notice period which began on June 16, <br />1997 and concluded on July 15, 1997. The Planning Commission received public comments at the <br />June 26 meeting and a Response to Comments report was prepared to respond to these public <br />comments.
