Cornelius; P Professional District <br />SUMMARY AND RECOMMENDATION <br />This matter was continued from the November 3, 1997 City Council meeting at the request of the project <br />architect in order to prepare detailed architectural drawings of the exterior of the proposed office building. <br />This memorandum and attachments will serve as the Planning Commission report for A-97-10 and PD-97- <br />8. A copy of the September 4, 1997, Planning Commission Staff Report and minutes of the Planning <br />Commission public hearing of September 11, 1997, are attached for your review. <br />Planning Commission Vote: <br />MSCRavensta&Reed, 4 ayes, 2 absent (Chin, Mahoney), 1"vacant (District 6) <br />The Planning Commission and Staff recommends that the City Council take the following action <br />1. Adopt the attached Negative Declaration by motion, <br />2. Approve the proposed Reclassification (A-97-10) by adopting the attached ordinance; and <br />3. Approve the proposed Planned Development (PD-97-8), subject to the attached Conditions of <br />Approval, by motion. <br />BACKGROUND <br />The subject property is an undeveloped site at the southwest comer of Callan and Bancroft Avenues. To the <br />north is Memorial Park and the Veteran's Building. Across the street to the east is the Bancroft Middle <br />School. To the west is an apartment complex. <br />The property was a service station with automotive repair until it closed in the 1980's. By 1990, the site <br />improvements were removed. City records at the Hazardous Materials Division of the Fire Department <br />40 indicate no ground or water contamination exists on the property. The applicant purchased the site earlier <br />this year to develop it with a professional office building. To proceed with the project, the applicant is <br />requesting the following: <br />i <br />
