CITY OF SAN LEANDRO
STAFF REPORT
Date:
To:
From:
October 23, 1997
John Jermanis, City Manager
Approved and Forwarded to
the City Council
John manis, City Manager
Steven A. Harman, Human Resources Director
Subject: Resolution to Amend the Pay Plan to Change the Job Title of Equipment
Technician to Information Systems Support Technician and to Increase the
Salary Range To Be Competitive With the Labor Market
SUMMARY AND RECOMMENDATION
It is recommended that the City Council approve a resolution amending the Pay Plan to
change the job title of Equipment Technician to Information Systems Support Technician
and increase the salary range to $3,003 - $3,153 - $3,311 - $3,478 - $3,652 per month.
BACKGROUND
The Equipment Technician is a single incumbent classification located in the Information
Services Division of the City Manager's Office. The position is responsible for
installation, configuration, upgrading, troubleshooting and repairing the City's computer
system. The position is currently vacant.
DISCUSSION
The Equipment Technician position was upgraded to a full-time position by the City
Council in the FY 1998 budget. This action was taken due to the increased workload and
service demands placed on the Information Management Services Division.
In preparation for conducting a recruitment to fill this position, the Human Resources
Department conducted a salary study of similar positions in other Bay -area public
agencies. The study disclosed that the City's current top step salary of $3,324 per month
was 9 percent below the average of the market salary. In order to attract and retain a
qualified individual for this position, it is recommended that the salary range be
increased. The proposed salary range would place the position at the average pay level
for similar positions in this labor market. Further, it is important to note that the labor
market for this field is very competitive and qualified candidates are in high demand.
71
