City Council - 2 - October 10, 1997 <br />DISCUSSION <br />Consolidating the supervision of the plant operations and maintenance units into a single job will <br />result in a more coordinated approach to the management of both activities. On a daily basis, the <br />wastewater plant operations function will be supervised by a lead plant operator, which will <br />report to the Wastewater Plant Operations Supervisor. On the plant maintenance side, the <br />journey level mechanics and electricians will also report to the Wastewater Plant Operations <br />Supervisor. This approach will lead to better coordination of the preventive maintenance <br />program with plant operations. Currently, the Plant Superintendent coordinates both functions. <br />The proposed reorganization will free -up the Plant Superintendent's time so that more of that <br />position's resources can be focused on management functions. <br />Additionally, the Wastewater Plant Operations Supervisor will have the requisite State <br />certification to act in the absence of the Plant Superintendent. <br />Changing the job title of the Plant Superintendent to Wastewater Pollution Control Manager is <br />being proposed because the title of Plant Superintendent does not adequately describe the full <br />scope of the job duties and is not consistent with industry trends. <br />Fiscal Impact: The proposed organizational change will result in annualized <br />savings of $62,340. <br />CONCLUSION <br />It is recommended that the City Council approve the resolution amending the Pay Plan to create <br />the classification of Wastewater Plant Operations Supervisor; delete the classifications of <br />Assistant Plant Superintendent and Plant Maintenance Supervisor; and change the job title of <br />Plant Superintendent to Wastewater Pollution Control Manager. <br />78 <br />
