Overall community aesthetic benefits of a conversion project. <br />7. Cost of a project. <br />Funds for utility undergrounding work are provided by the utility companies. These funds are then <br />allocated by the California Public Utility Commission to local jurisdictions to perform the <br />undergrounding work. The City's annual allocation averages approximately $500,000.00. To obtain <br />adequate funds to construct an utility undergrounding project, the City may borrow against its future <br />allocations, up to five (5) years into the future. <br />Two utility undergrounding projects are currently underway in San Leandro. One project is the <br />completion of the Marina Boulevard utility undergrounding across Interstate 880 to complete the <br />undergrounding of utilities on Marina Boulevard from San Leandro Boulevard to Merced Street. The <br />prior work was constructed as part of the Marina Boulevard widening project. This final portion of the <br />Marina Boulevard project is about 75% designed and is currently being coordinated with CALTRANS. <br />Rule 20A funds in the amount of $300,000 have been allocated for this project. <br />The second current project is the undergrounding of utilities on Davis Street from Interstate 880 to <br />Beecher Street. This project is currently under construction as part of the COSTCO Relocation Project <br />and associated street widening. Rule 20A funds in the amount of $626,000 have been allocated for this <br />project, which is scheduled for November, 1997 completion. <br />Based upon the above criteria in the amended Master Plan, staff recommends that the following project <br />areas be established as the 1997-98 Five -Year Project List for Underground Utility District Conversion <br />Projects: <br />1. East 14th Street - Blossom Way to 139th Avenue <br />Justification: Initiate study/coordination with Alameda County through the Joint <br />Redevelopment District as part of the efforts to encourage <br />redevelopment of the E. 14th Street corridor. <br />Estimated Funds Needed for Study/Coordination: To be determined prior to <br />beginning work <br />Estimated Rule 20A Funds Needed for Construction: $4,420,000 (1997 Dollars) <br />2. Marina Blvd. - Doolittle Drive to Neptune Drive <br />Justification: Enhances development projects at the San Leandro Marina by <br />improving the aesthetics of one of the two entrances into the Marina. <br />Estimated Rule 20A Funds Needed for Construction: $2,724,00 (1997 Dollars) <br />E. 14th - Maud Avenue to South City Limit was on the list last year, but the scope has been reduced to <br />E. 14th Street, from Blossom Way to 139th Avenue which is a more feasible project. Marina <br />Boulevard, between Doolittle Drive and Neptune Drive, has been placed on the proposed 1997/98 list <br />as an alternate to Fairway Drive, between Doolittle Drive & Neptune Drive, which was on the FY <br />1996/97 list.
