<br /> <br /> <br />RFP No. 59548 Page 3 of 40 <br /> <br /> <br />REQUEST FOR PROPOSALS FOR <br />INDEPENDENT POLICE AUDITOR <br /> <br /> <br /> <br />I. INTRODUCTION <br /> <br />The City of San Leandro (City) serves a diverse community of approximately 91,000 residents <br />located in the East Bay of the San Francisco Bay Area, located between Oakland to the <br />northwest and Ashland to the southeast. <br /> <br />The City is seeking the services of a qualified firm or individual to serve as the Independent <br />Police Auditor (IPA) to audit critical incidents, complaints, policies, procedures, trainings and to <br />potentially conduct independent investigations of the San Leandro Police Department (SLPD). <br />The IPA will be an independent contract position reporting directly to the City Manager. It was <br />created by an ordinance adopted by the City Council on April 3, 2022, where the City Council <br />also created a 9-member Community Police Review Board (the “Board”). <br /> <br /> <br />II. BACKGROUND <br /> <br />The IPA will be an independent contract position reporting directly to the City Manager. It was <br />created by an ordinance adopted by the City Council on April 3, 2022, where the City Council <br />also created a 9-member Community Police Review Board (the “Board”). The Board’s <br />membership will include two (2) student members between the ages of eighteen (18) and twenty <br />(22), one (1) member from each of the six (6) Council Member Districts and an at large member <br />appointed by the Mayor. The IPA will work with the Board to create a cohesive partnership that <br />focuses on evaluating complaints, concerns about policing, and to examine police policy. <br /> <br />The Board’s functions include: <br />1. Receive community feedback and complaints, and refer them for further review, as <br />appropriate, to the IPA or the internal affairs function of the police department. <br />2. Receive reports from the IPA regarding personnel discipline and complaints, critical <br />incidents, police department policies, and other law enforcement matters. <br />3. Evaluate police department policies of compelling community-wide concern based on <br />trends and data, as deemed necessary by a majority of the CPRB. <br />4. Make recommendations to the City Manager on the job requirements, application <br />process, and evaluation criteria of candidates for the Chief of Police. <br />5. Create and implement an annual work plan that consists of a community outreach plan to <br />assure all members of the community have an opportunity to share concerns about <br />policing. <br /> <br />The City is currently accepting applications for membership to the newly established Board. <br /> <br /> <br />
