San Leandro Council Member Handbook | 20212022 <br />10 | Page <br /> <br /> <br />Councilmembers and the Mayor are provided a technology allowance of ($175) per month and <br />may be reimbursed for expenses related to internet, email provider service, fax machine phone <br />line or other technology sources used for city business. Requests for reimbursement must include <br />documentation for payment including receipts, invoices, canceled checks or credit card receipts. <br /> <br />The sum of One Hundred Dollars ($100) per full day and Fifty Dollars ($50) per one-half day is <br />allowed as reasonable expenses to be allowed each member of the City Council when traveling <br />on official duty for all out-of-pocket expenses other than transportation and hotel expenses. (San <br />Leandro Admin. Code, 1.3.110) <br /> <br />Councilmembers receive monthly reimbursement expense reports which must be approved by <br />the City Manager and processed by the Finance Department. Councilmembers must submit <br />reimbursement requests within 30 days of incurring the expense to ensure efficient processing <br />of requests. <br /> <br />NON-INTERFERENCE WITH ADMINISTRATIVE SERVICE <br />The Mayor and Council Members shall not interfere with the execution of the powers and duties <br />of the City Manager; this includes interference with hiring appointments or terminations of City <br />staff. Except for inquiry, the Mayor and Council Members shall not direct any subordinate of the <br />City Manager. The Mayor and Council must deal with the City Manager directly on all matters <br />related to administrative service. (Section 345, City Charter) <br /> <br />All directions or requests from Council Members must be raised with the City Manager. If the City <br />Manager is unable to remedy the issue immediately, Council Members are encouraged to <br />exercise patience and remember that the City Manager reports to the entire Council. There will <br />often be instances when Council Members disagree, and the City Manager should be afforded <br />the time to address the issue adequately. <br /> <br />COUNCIL GOALS AND PRIORITIES <br />Goal setting requires time, energy and a well-defined process. Bi-Aannually, City Council <br />workshops are held with the City Manager and the City’s senior management team to review <br />progress on goals previously set, establish priorities, and define new goals and objectives for the <br />City. While time-consuming, there are advantages to setting goals: <br /> <br />A. Goal setting gives the Council a basic framework for action. <br />B. Goal setting helps the Council spend its time more wisely. <br />C. Goal setting provides a framework to present individual priorities <br />D. Goal setting gives the City Manager clear guidelines to get the job done; <br />E. Goal setting gives the Council and staff essential budget guidelines. <br />F. Goal setting gives the Council an evaluation tool. <br /> <br />While goal setting will not resolve all of the City’s or Council problems, it will help define issues and <br />solutions over the long term. All City Council items brought forward at City Council meetings <br />under Item 14 Council Requests for Future Items. Subsequent to a City Council planning retreat <br />shall be re-prioritized by the City Council twice a year. <br />
