San Leandro Council Member Handbook | 20212022 <br />12 | Page <br /> <br /> <br /> <br />SECTION II MEETINGS <br />REGULAR MEETINGS <br />Regular meetings of the City Council are held on the first and third Mondays of each month at <br />6:30 p.m. in the City Council Chambers, 835 East 14th Street. If any scheduled meeting falls on a <br />City holiday, the meeting shall be held on the next business day at 6:30 p.m. Regular meetings <br />shall end at 10:00 p.m. unless a majority of the City Council votes in favor of continuing the <br />meeting past 10:00 p.m. Work Sessions of the City Council are held regularly at 6:30 p.m. on the <br />second Monday of each month, with an additional Work Session scheduled on the 4th Monday, <br />if needed, in City Council Chambers. Work Sessions may be held at locations throughout the City <br />at the direction of the City Council. At Work Sessions, City staff provides reports to the City <br />Council on a variety of items and issues; issues; .. however, no formal action is taken at a Work <br />Session. Starting times for each item are approximate. (SLMC 1-1-200; SLAC 1.1.105) <br />SPECIAL MEETINGS <br />A special meeting may be called at any time by the Presiding Officer of the Council, or by a <br />majority of the members. Written notice of the special meeting must be sent to each member of <br />the legislative body and to each local newspaper of general circulation that has requested <br />meeting notices. Notices for special meetings must be delivered by any means that ensures <br />receipt at least 24 hours before the meeting time. The notice must state the time and place of <br />the meeting, as well as the business to be transacted or discussed. The body must not consider <br />business, not in the written notice. <br />CLOSED SESSIONS <br />Closed session will ordinarily begin one hours held at 5:30 pm before the <br />City Council meeting unless otherwise arranged. Action items will be placed <br />first on the closed session agenda. Typically, closed sessions are called to <br />discuss (1) real property negotiations, (2) existing or anticipated litigation, <br />(3) liability claims, (4) labor negotiations, or public employee <br />appointments, (5) evaluations and discipline. <br />Closed sessions may involve only members of the legislative body and <br />agency counsel, management and support staff and consultants necessary <br />for consideration of the matter that is the subject of closed session. <br />Individuals who do not have an official role in advising the legislative body <br />on closed session subject matters must be excluded from closed session <br />discussions. <br />Closed session items must be briefly described on the posted agenda, and the description must <br />state the specific statutory exemption. <br />By law, no member of the Council, an employee of the City, or any other person required to be <br />present during a closed session shall disclose to any person the content or substance of any <br />discussion which took place during the closed session unless disclosure is authorized by a majority <br />vote of the Council. <br /> <br />Formatted: Space Before: 0 pt
