San Leandro Council Member Handbook | 20212022 <br />36 | Page <br /> <br /> <br />USE OF CITY LETTERHEAD OR CITY SEAL <br />All councilmember correspondence written on City resources, i.e., letterhead, staff support, <br />postage, etc., will reflect a majority position of the Council, not an individual councilmember’s <br />position. Councilmembers should discuss any decision to send correspondence that reflects an <br />individual position. The content of any correspondence sent out using the City’s official seal <br />must be agreed upon by all councilmember before dissemination. All councilmember <br />correspondence using City resources shall also be copied to the full council. The City Clerk is <br />the custodian of the official City Seal. The City Seal shall not be altered and is to be used only on <br />official City documents. This rule does not apply to the Mayor. <br /> <br />COMMUNICATIONS WITH STAFF <br />Under the San Leandro City Charter Section 345, the City Council and its members, except for <br />inquiry, shall deal with administrative services solely through the City Manager, and neither the <br />City Council nor any member thereof shall give orders to any of the subordinates of the City <br />manager. A councilmember shall not direct staff to initiate any action, change a course of <br />action, or prepare any report that is significant, nor shall a councilmember initiate any project <br />or study without the approval of a majority of the Council. <br /> <br />Regarding an agenda item question, councilmembers are encouraged to contact staff members <br />to ask questions for clarification before the meeting at which the subject will be discussed. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
