San Leandro Council Member Handbook | 20212022 <br />38 | Page <br /> <br /> <br /> <br />SECTION VII RESOLUTIONS, ORDINANCES AND MINUTE ORDERS <br />METHOD OF ACTION <br />Actions of the City Council shall be taken by ordinance, resolution or motion. (San Leandro <br />Municipal Code, Section 1-1-300) <br /> <br />An ordinance or resolution may be adopted by motion and shall require the affirmative votes of <br />a majority of the entire Council membership. (San Leandro Municipal Code, Section 1-1-305) <br /> <br />ORDINANCES AND RESOLUTIONS - READING <br />At the time of its introduction or adoption, an ordinance or resolution shall be read by title <br />only, unless a Council Member or the Mayor requests that the ordinance or resolution be read <br />in full. Any matter designated as a consent item regularly appearing on the City Council agenda <br />and available for public inspection in the City Clerk’s Office may, by the motion of the City <br />Council, be deemed to have been read by title. (San Leandro Municipal Code, Section 1-1-310) <br /> <br />RESOLUTIONS - ADOPTION/EFFECTIVE DATE <br />Each Resolution shall become effective upon adoption, or at a later date specified within. <br /> <br />ORDINANCES - ADOPTION <br />No ordinance shall be adopted within five (5) days after its passage to <br />print. (San Leandro Municipal Code, Section 1-1-330) <br /> <br />ORDINANCES - ALTERATION PROHIBITED <br />No ordinance shall be altered as to a matter of substance after its <br />passage to print. Correction of typographical or clerical errors shall <br />not constitute alteration as to a matter of substance. (San Leandro <br />Municipal Code, Section 1-1-335) <br /> <br />ORDINANCES - EFFECTIVE DATE <br />Each ordinance shall be effective thirty (30) days after its adoption, or <br />at a later date specified therein. <br /> <br />Notwithstanding the above reference, an ordinance may be introduced and adopted at the <br />same meeting, and shall be effective upon adoption, if it is an ordinance: <br /> <br />a) Relating to an election; <br />b) For the immediate preservation of the public peace, health or safety, containing a <br />declaration of the facts constituting the urgency; <br />c) Relating to public improvement proceedings; <br />d) Relating to taxes for the usual and current expenses of the City; <br />e) Annexing territory to the City; <br />f) Covered by particular provisions of law prescribing the manner of its passage and adoption. <br />(San Leandro Municipal Code, Section 1-1-345) <br />
