San Leandro Council Member Handbook | 20212022 <br />44 | Page <br /> <br /> <br />POWERS AND DUTIES <br />As described in Section X. <br /> <br />ELIGIBILITY AND QUALIFICATIONS <br />No employee of the City shall be eligible to hold office as a Board or Commission member, except <br />members of the Youth Advisory Commission, the youth member of the Library-Historical <br />Commission, or as required by ordinance. (SLMC 1-3-125) <br /> <br />MEMBERS - DISTRICT REPRESENTATION <br />One elector from each Council Member District shall be appointed to each of the following <br />Boards and Commissions: <br /> <br />(a) Arts Commission’ <br /> <br />(b) Board of Zoning Adjustment; <br /> <br />(c) Human Services Commission; <br /> <br />(d) Library-Historical Commission; <br /> <br />(e) Planning Commission; <br /> <br />(f) Recreation and Parks Commission <br /> <br />(g) Senior Commission <br /> <br />All other members of each such Board and Commission shall be appointed at large. Three (3) <br />residents selected at large shall be appointed to the Youth Advisory Commission by each Council <br />Member, at least one (1) resident selected from each Council Member District, and the <br />remainder may be selected at large. No change in Council Member District boundaries shall <br />operate to disqualify an incumbent from office before the expiration of the term for which such <br />member was appointed. (San Leandro Municipal Code, Section 1-3-110) <br /> <br />APPOINTMENTS, TERMS, METHOD <br />The members of each of such boards or commissions shall be appointed by the Council. They <br />shall be subject to removal by the Council without cause, notice or hearing. <br /> <br />Board and Commission members, except Youth Advisory Commission Members, shall hold office <br />commencing from the date of appointment until their respective successors are appointed and <br />qualified. The terms of Board and Commission Members shall terminate upon the expiration of <br />the regular term of the Mayor or Council Member representing a Council Member District or at- <br />large position from which the Board or Commission Member was appointed. Youth Advisory <br />Commission Members shall hold office for one (1) year and until their respective successors are <br />appointed and qualified. Youth Advisory Commission Members may be appointed for up to four <br />(4) consecutive terms. A vacancy shall be filled by appointment for the unexpired remainder of <br />the term. (San Leandro Municipal Code, Section 1-3-115) <br />
