The Board held public
hearings on this matter on October 19, November 2 and November 16, 1995. At the November 16
meeting, the Board denied CU-94-14 and the applicant, Western Specialty Waste, appealed the Board's
action to the City Council. Staff is reviewing a proposal by the applicant which would comply with the
zoning regulations. Staff recommends that the item be continued to the City Council meeting of
February 5, 1996, so discussion on this matter may continue.
BACKGROUND
In March, 1994, Development Services was contacted by Western Specialty Waste regarding the use of
a portion of 2500 Davis Street as a storage area for waste roofing material and sheetrock. Waste
material is brought to this site in trucks, trailers or bins for storage and subsequent transportation by
trucks to a processing facility near Sacramento. The facility is open to contractors and builders who
need a place to dispose of this type of construction material. In July of 1994, Development Services
approved the use as outdoor storage for construction material accepted from contractors. The Zoning
Code was amended to permit a transfer station as a conditional use in the I-G General Industrial District.
Western Special Waste subsequently applied for conditional use approval for their transfer station
operation at 2500 Davis Street.
Board of Zoning Adjustments Vote: (4 ayes) Eliason, Padro, Sidari, Young
(2 absent) Matton, Badger
(1 abstain) McGallian
Wcu-94-14.cc
327
