CITY OF SAN LEANDRO <br />CITY COUNCIL - REDEVELOPMENT AGENCY <br />STAFF REPORT <br />DATE: February 9, 1996 <br />TO: Mike Oliver, City Manager - Executive Director <br />FROM: June Catalano, Development Services Director K <br />BY: Debbie Potter, Redevelopment Administrator <br />SUBJECT: Staff Report on Eminent Domain <br />SUMMARY AND RECOMMENDATIONS <br />APPROVED AND FORWARDED <br />TO CITY COUNCIL AND <br />REDEVEI,OPMTT AGENCY <br />Mike Oliver <br />City Manager and <br />Executive Director <br />On December 4, 1995, the City Council held a public hearing to consider the extension of eminent domain <br />authority to a limited number of parcels in six development nodes within the City portion of the Joint <br />Project Area. At the meeting, the City Council approved an ordinance extending eminent domain <br />authority to a number of properties along Marina Boulevard, between the I-880 Freeway and San Leandro <br />Boulevard, and to two propertiees in the Bal/Eden Node (Area B). Consideration of extending eminent <br />domain authority to properties in the remaining five development nodes was continued to the City <br />Council's February 20, 1996 meeting. <br />After careful study of the remaining properties, staff has identified fourteen parcels where the extension <br />of eminent domain authority will facilitate redevelopment efforts. The identified parcels are significantly <br />blighted, and in some instances pose potential long-term health and safety risks. Eminent domain is one <br />of the principal tools communities can employ to eradicate blight. Through the extension of eminent <br />domain authority, the City Council has the opportunity to assist in the redevelopment of blighted properties <br />and stimulate spin-off benefits in the surrounding areas. <br />Therefore, it is recommended that the City Council consider adopting an ordinance amending Ordinance <br />No. 95-39 Amending the Redevelopment Plan for the County of Alameda - City of San Leandro <br />Redevelopment Project to extend the power of eminent domain to certain properties. <br />BACKGROUND <br />On December 4, 1995, City staff presented six development nodes within the Joint Project Area to be <br />included in an extension of Redevelopment Agency eminent domain powers. The extension of eminent <br />domain authority was presented as an opportunity to direct future Redevelopment Agency activities in a <br />focused effort to address key sites in the project area. The recommendations were made as a result of the <br />success of previous redevelopment efforts in revitalizing critical areas of the City, such as the Costco site <br />and the Davis Street Corridor. <br />309 <br />
