CITY OF SAN LEANDRO <br />MEMORANDUM <br />DATE: February 20, 1996 <br />TO: City Council Members <br />FROM: Alice Calvert, City Clerk <br />SUBJECT: Agenda for February 20, 1996 <br />Attached is additional information regarding: <br />CONSENT CALENDAR <br />6.E. Motion Directing Staff to Incorporate Into the Capital Improvement <br />Program (CIP) Portion of the Annual Budget the Policy Entitled, "Capital <br />Improvement Program - A Framework for Public Investment," and for <br />Projects Recommended for Inclusion in the Annual Capital Improvement <br />Program to Adhere to the General Principles and Guidelines Set Forth in <br />the Policy. <br />Attached is the "Framework for Public Investment." This is the same <br />document that you received and approved at your Work Session on February <br />13, 1996. <br />SAN LEANDRO REDEVELOPMENT AGENCY MEETING <br />4. NEW BUSINESS <br />A. Resolution Approving Owner Participation Agreement, Regulatory Agreement <br />and Related Documents for the Mission Bell Apartments & Stores, Inc., at <br />112 Garcia Avenue for Seismic Retrofitting and Architectural <br />Improvements and Appropriating Funds Therefore (Owner David C. <br />Jorgensen) (approves funds for seismic retrofit and architectural <br />improvements in exchange for long-term affordability covenant on 20 <br />units). <br />The following letter and post card In Favor of the retrofit and <br />beautification of the Mission Bell Apartments have been received: <br />-- Norman C. Peck, 120 Garcia Avenue, Mission Bell Tenant, dated <br />February 9, 1996. <br />-- David Murchison, 112 Garcia Avenue, Apt. 307, Mission Bell Tenant, <br />No Date. <br />
