Section S. City Rights <br />The rights of the City include, but are not limited to, the <br />exclusive right to determine the mission of its constituent <br />departments, commissions and boards; set standards of service; <br />determine the procedures and standards of selection for employment <br />and promotion; direct its employees; take disciplinary action; <br />relieve its employees from duty because of lack of work or for <br />other legitimate reasons; maintain the efficiency of governmental <br />operations; determine the methods, means and personnel by which <br />government operations are to be conducted; determine the content <br />of job classifications; take all necessary actions to carry out <br />its mission in emergencies; and exercise complete control and <br />discretion over its organization and the technology of performing <br />its work. <br />Section 6. Pav and Classification <br />The recognized classifications and those rates of pay which are to <br />be effective during the period of this Memorandum of Understanding <br />are enumerated in Appendix "A" which is attached hereto and made a <br />part hereof. <br />The rates of pay outlined in Appendix "A" include the following <br />adjustments: March 1, 1996, a 2 1/2% across the board wage <br />increase; March 1, 1997, a 2 1/2% across the board wage increase. <br />In addition, occurring simultaneous with and not compounding with <br />the across the board increases above are a 1 1/2% equity <br />adjustment effective March 1, 1996 and a .5% equity adjustment <br />effective March 1, 1997. In addition, an additional 2% equity <br />adjustment will be effective September 1, 1997. <br />These equity adjustments are designed to bring the unit <br />classification salaries closer to the average salary in the labor <br />market. <br />Section 7. Overtime Compensation <br />Overtime work is authorized time of one -quarter hour or more <br />worked in excess of that period considered as a full week's work <br />in the classification. <br />when first authorized by the Police Chief, or designee, and with <br />approval of the City Manager, overtime worked shall be paid at the <br />rate of one and one-half times the hourly rate based on the <br />employee's monthly salary. For required call out or court <br />appearance on a normal work day, a minimum two hours' pay at the <br />overtime rate will be paid for the first such call out or court <br />appearance, provided, however, that court appearances immediately <br />before or after scheduled duty hours shall be deemed an extension <br />of the shift and the two hour minimum shall not apply.
