THE MARTIN GROUP
February 16, 1996
Honorable Ellen M. Corbett, Mayor
CITY OF SAN LEANDRO
835 East 14th Street
San Leandro, CA 94577
Dear Mayor Corbett:
CITY aF SAN LEAHORD
FEB it I:; ;
^fir' CVRK'S AFFIV'E
Over the course of the last several months, The Martin Group has been working with the San
Leandro City Staff to identify and analyze various sites in the designated redevelopment areas
for potential real estate projects. One area of particular interest is the Peralta site which
appears to hold near term potential for a residential development in partnership with the
City.
I am writing to specifically express my support for the staff's recommendation to employ the
power of eminent domain in this redevelopment area. This will enable the City to assemble a
comprehensive development site. This capability plays a critical role in producing an
economically feasible development plan by eliminating the potential marketing impediments
created by nonconforming parcels. In many instances, redevelopment simply does not
happen without the use of eminent domain.
We have enjoyed working with the City and appreciate the proactive attitudes of all of those
we have been in contact with. We strongly urge the Council to retain the full breadth of its
powers to attract redevelopment investment to San Leandro by reserving its powers of
eminent domain.
Sincerely,
THE MARTIN GROUP,
,Michael A. Covarrubias
President
cc: M.Oliver
MAC:d:penita.mac/pd
100 Bush Street, 26th Floor, San Francisco, California 94104 (415) 772-5900 FAX (415) 772-5911
