Housing Constraints <br /> <br />Draft Housing Element 3-51 <br /> Community members identified lack of affordable housing and short-term and long-term <br />shelters for vulnerable and special needs populations, including residents experiencing <br />homelessness and victims of domestic violence. <br />Fair Housing Issues and Contributing Factors <br />The following fair housing issues and contributing factors were identified: <br /> Fair housing enforcement and outreach: <br /> Lack of resources for fair housing agencies and organizations <br /> Lack of local public fair housing enforcement <br /> Access to financial services and education <br /> Lack of affordable housing, residents vulnerable to displacement, and socio-economic <br />segregation, particularly concentrated in the central and northwestern areas of the city: <br /> Location, type, and supply of affordable housing <br /> Restrictive land use and zoning laws <br /> Displacement of residents due to economic pressures <br /> Access to publicly supported housing for persons with disabilities; lack of affordable, <br />integrated housing for individuals who need supportive services <br /> Lack of public investments in specific neighborhoods, including services or amenities <br />The City commits to meaningful actions to address identified AFFH issues, which are included in the <br />goals, policies, and programs outlined in Chapter 6, Housing Plan.
