Housing Resources <br /> <br />Draft Housing Element 4-1 <br />4 Housing Resources <br />State law requires that every housing element include an inventory of land suitable and available for <br />residential development to meet the locality’s regional housing need by income level. This chapter <br />documents the methodology and results of the housing Sites Inventory analysis conducted to <br />demonstrate the City of San Leandro’s ability to satisfy its share of the regional housing need. <br />Infrastructure, services, and financial and administrative resources that are available for the <br />development, rehabilitation, and preservation of housing in San Leandro are also discussed in this <br />chapter. <br />4.1 Future Housing Needs <br />State law requires every community to undertake all necessary actions to encourage, promote, and <br />facilitate the development of housing to accommodate regional housing needs.1 A jurisdiction must <br />demonstrate in the Housing Element that it has an adequate supply of suitable land to <br />accommodate its share of the region’s projected growth, including housing at all income levels. This <br />section assesses the adequacy of San Leandro’s land inventory in meeting future housing needs. <br />4.1.1 Regional Housing Needs Assessment Requirement <br />This update of the City’s Housing Element covers the planning period of January 2023 through <br />January 2031 (called the 6th Cycle Housing Element update). Each jurisdiction’s share of the regional <br />housing need is called the Regional Housing Needs Allocation (RHNA). Councils of governments, <br />including the Association of Bay Area Governments (ABAG), are responsible for developing a <br />methodology for allocating the regional determination to each city and county in its region. This <br />methodology must align with State objectives, including but not limited to: <br /> Promoting infill, equity, and environmental protection <br /> Ensuring jobs-housing balance <br /> Affirmatively furthering fair housing <br />The 6th Cycle RHNA is based on population projections, income distribution, and access to jobs. <br />ABAG released its Draft RHNA allocations to each jurisdiction in the region in May 2021 and Final <br />RHNA allocations were determined in November 2021 after considering appeals. Each jurisdiction <br />must revise the Housing Element of its general plan and update zoning ordinances to accommodate <br />its portion of the region's housing need. <br />San Leandro must identify adequate land with appropriate zoning and development standards to <br />accommodate its RHNA, which is 3,855 housing units for the 6th cycle. As defined by the U.S. Census, <br />a housing unit is a house, an apartment, a group of rooms, or a single room occupied or intended for <br />occupancy as separate living quarters. Residential construction that cannot be counted toward the <br />City’s RHNA allocation include dormitories, bunkhouses, and barracks; quarters in predominantly <br />transient hotels and motels (except those occupied by persons who consider the hotel their usual <br /> <br />1 Government Code section 65100 – 65763, Article 10.6.
