Introduction <br /> <br />Draft Housing Element 1-17 <br /> During stakeholder interviews and community workshops, community members expressed concern for vulnerable <br />residents, particularly regarding high housing costs and displacement, lack of rental housing, availability of <br />transitional housing, and housing suitable for residents with disabilities. The City included Programs 9, 10, and 15 <br />to provide assistance to vulnerable residents, provide tenant assistance, counter displacement, develop more <br />affordable housing, and increase universal design and access for residents with disabilities. <br /> Community members expressed concern for maintaining the affordability and protections for mobile home parks <br />and an interest in enacting a right of first refusal mechanism for mobile homeowners to buy a park upon notice <br />of sale of mobile home park by owner. Program 4 directs the City to explore opportunities to assist rehabilitation <br />of mobile homes and mobile home parks, examine and strengthen the existing Mobile Home Rent Stabilization <br />Program, and explore the feasibility of a right of first refusal mechanism. <br /> Community members and stakeholders were concerned about residents experiencing homelessness, and desired <br />an increase in emergency, transitional, and permanent housing options. Program 16 directs the City to continue <br />and expand efforts to partner with local agencies and non-profits to purchase property for a housing navigation <br />center; fund and develop emergency, transitional, and permanent housing; and explore new opportunities to <br />identify new housing resources and expand services. <br /> Stakeholders and community members supported the production of non-traditional residential development such <br />as alternative housing types such as housing co-operatives, tiny homes, and collective home ownership models. <br />Program 14 instructs the City to examine the zoning code and remove obstacles to accommodating this type of <br />development. <br />1.9 Sources of Information <br />Data from a variety of sources was used to complete the Housing Element, including the following: <br /> U.S. Census and the American Community Survey (ACS) <br /> California Department of Finance (DOF) <br /> Association of Bay Area Governments (ABAG)/Metropolitan Transportation Commission (MTC) <br /> Alameda County Collaborative <br /> Home Mortgage Disclosure Act (HMDA) lending data <br /> Regional Homeless Point-in-Time (PIT) Count <br /> State Employment Development Department (EDD) <br /> Comprehensive Housing Affordability Strategy (CHAS) <br /> Regional Analysis of Impediments to Housing (AI) <br /> United States Department of Housing and Urban Development (HUD) <br /> California Housing Finance Agency <br /> California Tax Credit Allocation Committee (TCAC)
