<br />Housing affordability levels are determined by HUD, which conducts annual nationwide household
<br />income surveys to determine household eligibility for federal housing assistance. Based on survey
<br />results, State HCD determined annual income limits for monthly housing costs, including housing
<br />payments (rent or mortgage), utilities, and taxes (if housing owner). These income limits are further
<br />broken down by household size. Table 2.33 shows the maximum amount that a household can pay
<br />for housing each month without incurring a cost burden (overpayment).
