City of San Leandro <br />2023-2031 Housing Element Update <br /> <br />3-6 <br />support public facilities and infrastructure including the purchase and rehabilitation of a motel to be <br />used for a shelter and navigation center as well as upgrades to the existing San Leandro Shelter. <br />Affordable Housing Trust Fund (Local) <br />The City's Affordable Housing Trust Fund (AHTF) was established to receive fees and/or monies in <br />connection with approval of development projects. The AHTF is financed by deposits from in-lieu <br />fees from market-rate housing developments or residential condominium conversions. Monies <br />deposited in the AHTF must be used to increase and improve the supply of housing affordable to <br />moderate-, low-, and very low-income households in the city or support affordable housing <br />programs. Fund monies are used to construct or convert a development to affordable housing or <br />assist other governmental entities, private organizations, or individuals to do so. All AHTF monies <br />are currently committed to affordable housing projects. <br />California Housing and Community Development Department Programs (State) <br /> The State Multifamily Housing Program makes low-interest, long-term deferred-payment <br />permanent loans for new construction, rehabilitation, and preservation of permanent and <br />transitional rental housing for lower-income households. <br /> The State Predevelopment Loan Program makes short-term loans for activities and expenses <br />necessary for the continued preservation, construction, rehabilitation, or conversion of assisted <br />housing primarily for low-income households. <br /> The State Project Homekey is an opportunity for regional, and local public entities to develop a <br />broad range of housing types for people at risk of or currently experiencing homelessness, <br />including but not limited to hotels, motels, hostels, single- family homes and multifamily <br />apartments, adult residential facilities, and manufactured housing, and to convert commercial <br />properties and other existing buildings to permanent or interim housing. <br />Affordable Low/Mod Asset Fund (Local) <br />This funding source is primarily from loan repayments from affordable housing development <br />projects, first time homebuyer loans and housing rehabilitation loans made by the former <br />Redevelopment Agency of the City of San Leandro. This fund may be used for a variety of affordable <br />housing activities including new loans to affordable rental housing development projects. The fund <br />currently has a balance of approximately $1.2 million that has been fully committed and will <br />leverage other affordable housing financing. <br />Mortgage and Rehabilitation Financing <br />The availability of financing affects the ability of residents to purchase or improve a home. Under <br />the Home Mortgage Disclosure Act (HMDA), lending institutions are required to disclose <br />information on the disposition of loan applications and the income, gender, and race of loan <br />applicants. The primary purpose of reviewing the lending activity is to determine whether home <br />financing is available to city residents. The data presented in this section includes the disposition of <br />loan applications submitted to financial institutions for home mortgages, home improvement, and <br />refinance loans in San Leandro. <br />In 2017, the most recently available dataset, a total of 3,087 households applied for conventional <br />mortgage loans in San Leandro. Table 3.1 shows that 77 percent of conventional mortgage <br />applications were approved, 10 percent were denied, and 13 percent were withdrawn or closed for
